Joint Oceanographic Institutions/JOI, a consortium of US oceanographic academic institutions, prepared detailed reports to aid government agencies (NASA, NSF, NOAA) as the new endeavor of satellite oceanography observations began in the 1980s. Oceanography From Space: Research Strategy for the Decade 1985-1995, came in two volumes with an Executive Summary that reached a wide audience of policy makers and the media. D.
